The memorial stands in front of Uttaradit Provincial Hall and commemorates Phraya Phichai’s courage, patriotism, and sacrifice when he governed Phichai during the Thonburi period. In B.E. 2316, Burmese forces attacked Phichai; he led troops to intercept them and drive them back.
